As always, so cool to learn about the background. What do I want to hear about someday? I want to know about character missions and passions. I mean, you said Purge wanted to clean up the city, but then you said he's evil. Seems like a conflict to me. Why's he like that? What's his background. Barfing? Gross-o-moto. Maybe he has a mutant gland that secretes a mind-altering chemical. But why? I want to know WHY :-))
I don't recall whether or not I had a detailed background for Purge, just that he was a superhuman with a mysterious cause the same way Scout/Shadoweyes is, he just woke up and had powers one day. But yeah the barfing chemical thing was basically like what you said, he had some kind of gland or organ or whatever that produces this mind-altering chemical. I liked the visual of the vomiting, like if everyone else knew how Purge's superpower actually functioned then they'd be all grossed out and the people in city hall might not be so amenable to the results.
I was exaggerating when I said Purge was evil, but wanting to chemically pacify everyone against their will seems pretty evil even if it results in less crime. That was the moral dilemma that Scout would have grappled with, even though I feel like the morally and ethically right answer is obvious. Also a similar story had already been done in the movie Equilibrium, so ultimately I felt it was a bit played-out.
Maybe the idea just needs some reworking so you'll feel better about it. The Beloved Hero Who Turns Out To Be Evil has been done before, but I think it could still work.

The Purge angle seems pretty cool to me.
I do still have a soft spot for the character!

There's also something I really like about a villain who looks like a hero vs. a hero who looks like a villain.
I think that would be really compelling in the setting of your comic.
Also, at least one of the supporting cast members should love him, like "why can't y'all just get along, Shadoweyes? T_T"

I love the design of Purge!
